ACAMPO, Calif. —

As the floodwaters continue to impact the Acampo area of San Joaquin County, residents are doing their best to protect their property as officials work to clear flooded roadways.

The San Joaquin County Sheriff's Office issued mandatory evacuation orders Monday for the Arbor Mobile Home Park, located right off Highway 99 near Woodbridge Road. The floodwaters in the park, which in some spots was waist-deep, spilled over into a small apartment complex right next to it.

Resident Larry Rayburn said two of the units got water inside. Rayburn, who has lived at the apartment complex for more than 20 years, said the previous flooding at the Arbor Mobile Home Park never impacted the apartments before.

While Rayburn's unit is OK, resident Francisco Juarez said he was worried about his apartment. When he spoke to KCRA 3 on Monday night, the flooding was just inches from entering Juarez's apartment. Juarez used a broom to try and sweep the water away from his unit, and he also dipped a bucket into the floodwaters and dumped them in another area.

"I'm trying to prevent that from happening right here," Juarez said. "If it gets anymore, it's going to start flooding into my house, into my apartment."

Caltrans shut down Highway 99 in both directions from Peltier Road, near the community of Acampo, to Turner Road in Lodi, due to the flooding. CalTrans said northbound lanes were closed as of 11 a.m. Monday at Turner Road, and the full road closure in both directions began at around 5:30 p.m. when overflowing waterways began to flood Highway 99. As of Monday night, Caltrans did not have an estimated time or reopening.

Several side streets near Highway 99 were submerged in water Monday, including a portion of Acampo Road just east of the highway. That is where the floodwaters surrounded two schools with the Lodi Unified School District, Houston School and Joe Serna Jr. Charter School. School district officials decided to cancel classes because of the conditions. The school district sent KCRA 3 the following statement about the decision:

"Due to significant flooding around the schools and on the school campuses, Lodi Unified made the decision to close Houston School and Joe Serna Jr. Charter for the safety of staff and students. School is canceled for both schools on Tuesday, January 17. Lodi USD Maintenance and Operations employees will assess the sites and determine if it is safe for students and staff to return to their schools on Wednesday for class."

Rising water levels have shut down highways and streets due to flooding.

Evacuations have been issued in the low-lying areas of Wilton and Point Pleasant.

EVACUATIONS

Evacuations have been issued for Point Pleasant residents in low-lying areas, the Sacramento County Office of Emergency Services said.

Flooding is occurring in the area and water levels are expected to rise, the OES said.

An evacuation center have been set up at Pleasant Grove High School at 9531 Bond Road in Elk Grove.

In Wilton, evacuations were lifted about 4 p.m. Saturday. Residents in Wilton were issued a Shelter In Place advisory Friday afternoon.

ROAD CLOSURES

HIGHWAY 99

Highway 99 was reduced to one lane in both directions near Dillard Road due to flooding, Caltrans said.

There is no word on when the lanes will reopen.

INTERSTATE 5

The Twin Cities Road offramp was closed due to possible flooding, Caltrans said.

There is no estimated time when the offramp will reopen.

CROWS LANDING

River Road between Crows Landing and Hills Ferry have been closed due to water on the roadway, the Stanislaus County Sheriff’s Office said.

WATER RESCUES

SANTA CLARITA

Three people were rescued from two separate cars in Newhall in the Santa Clarita Valley.

The rescue happened about 4 p.m. Satuday.

There were no injuries.

PLUMAS COUNTY

The California National Guard rescued an 81-year-old Taylorsville man.

Roger McMurty, 81, was swept from his car into the rushing water at the intersection of Highway 9 and Arlington Road about 2 p.m. Friday, officials said.

Rescue crews used a hoist to grab McMurty, who was in over 6 feet of turbulent water, the California National Guard said.

“The crew’s quick and decisive actions resulted in the saving of a life,” Maj. Gen. David Baldwin, adjutant general for the California National Guard, said. “Our partnership with city and county agencies will always ensure communities are safe.”

There is no word on McMurty’s condition.

ACAMPO, California — When heavy rains come, floodwater is what usually greets Acampo resident Brian Treadwell in his driveway.

In January 2017, his basement flooded ruining furniture and more that he is still dealing with today.

"It got into our garage, at least a foot in there," said Treadwell, who has lived in Acampo eight years.

It's what residents have had to put up with dating back to the 1950s. But suddenly this year the floodwaters disappeared.

"Oh, it's been really well. Ever since they brought it out we've had no problems," added Treadwell.

What changed? The newly completed, nearly $2.5 million drainage system was installed by the San Joaquin County Public Works Department.

"Since the installation, we have had zero issues out there," said Awni Taha, the project manager and engineer with the Development Services Division of the San Joaquin County Public Works Department.

How it works is rainwater is collected in drains alongside Acampo Road through the heart of town.

More 5,000 feet of underground pipe feeds the water into giant underground storage sump pump facility next to the Highway 99 frontage Road north of Heritage Road.

If necessary, the water is then released into an existing concrete ditch that parallels the frontage road. The hope down the road is to capture and save the water.

"That will lead to an area that would be considered for groundwater recharge sometime in the future," Taha said.

Desi Garza has lived here 25 years. He says so far, so good.

"It's holding up very well, actually. Kind of surprised about it," said Garza.

The project was paid in full with local road district funds and federal grant money. It's been so successful, it's actually award-winning. Just last year, it won Project of the Year from the American Public Works Association in the Environment - Flood Control Category.

ACAMPO, Calif. — Lodi area grape grower Layne Montgomery is still in disbelief as he looks upon his 17 acres, nearly four acres planted, under water.

"It looks like a big, fat mess to me," said Montgomery, wearing knee high waders and sloshing around in his flooded vineyard. "It's bewildering. This happened so fast. We are in a state of shock really still."

Montgomery owns the m2 Winery off E. Peltier Road in Acampo. With 19 years in the wine business, he's never seen his property flood this badly before.

The severe flooding happened Sunday as water quickly began filling up his vineyard stocked seven varieties of wine grapes.

"Right now I think we're fine with the water not hurting the vines because they're dormant, but once the vines come out of dormancy I'm just praying this is going to be dried out by then," said Montgomery.

95% of m2 Wine's business is direct to consumer meaning people come to the winery to purchase their wine.

But, with the parking lots flooded, they can't.

Fortunately, he also sells his wine on his website, allowing some customers to get their orders without having to come to the location.

The Lodi Wine growing region has 85 wineries, 750 growers and 100,000 acres.

According to the Lodi Winegrape Commission, 20% of the premium wines sold in California are from the Lodi grape growing region.

The Lodi Winegrape Commission says water in vineyards isn't a problem and should drain off.

But what if it doesn't?

"If they continue to stay under water for months at a time which we might see with some of the vineyards along the Mokelumne River where they continue to release a lot of water out of Camanche that can become problematic later in the spring," says Stuart Spencer of the Lodi Winegrape Commission.

Spencer also says the flooding is beneficial for vineyards for a few reasons.

"One is we're replenishing the ground water and the soil moisture so the vines should have a good start once the growing season comes. Two, the standing water is also going to kill some vineyard pests that reside in the soil in the winter months," added Spencer.

For growers flooded out like Layne Montgomery, at the moment, it's literally wade and see.

"There's just nothing that can be done about this right now except not give up I guess," added Montgomery.
