A plan to “turbocharge” economic growth across the capital has been launched by Sir Sadiq Khan with the claim it could put an extra pre-tax average of £11,000 in each Londoner’s pocket.

Unveiled on Thursday morning, the mayor’s London Growth Plan aims to restore productivity growth to an average of two per cent a year in the next decade, which, according to City Hall, would make London’s economy £107billion larger by 2035.

Key pillars of the 104-page strategy include investment in housing and infrastructure - such as extensions to the Bakerloo line, DLR and Overground - and calls for the city’s suburban rail services to be devolved to Transport for London (TfL).

City Hall data reveals that while London’s productivity grew by an average of 3.16 per cent each year between 1998 and 2007, this rate of growth was hugely damaged by the financial crash - so that between 2008 and 2022, the rate had dropped to just 0.12 per cent a year.

City Hall Conservatives suggested the plan was unlikely to succeed, as they said Chancellor Rachel Reeves' Budget has already “suffocated” growth across the country.

However, if London achieves the plan’s target and increases its economy by £107bn, that in turn would see the capital contribute an extra £27.5bn in taxes to the Treasury in 2035 - “providing vital revenues for investment in public services”, the mayor’s team said.

The plan’s cited figure of £11,000 of extra pre-tax income for each Londoner was calculated by dividing the targeted £107bn rise by London’s population of 8.95m.

The strategy sets out Sir Sadiq’s ambition to create 150,000 new jobs, and includes a commitment to bolster so-called “industrial innovation corridors” in different parts of the capital. These include the WestTech Corridor between White City and Old Oak and Park Royal; the UK Innovation Corridor, stretching north from the King’s Cross ‘Knowledge Quarter’ and going out towards Cambridge; and the Thames Estuary, starting at the Queen Elizabeth Olympic Park and going out towards Essex and Kent.

A £21m package drawn from the UK Shared Prosperity Fund - the Government’s replacement for funding which used to come from the EU - will be used to support boroughs with town centre regeneration. This will include, potentially, the creation of a publicly-owned High Street Estate Agency to bring empty properties back into use.

A new proposed London Tech and Inclusive Growth Fund will meanwhile provide up to £100m loan and equity funding for high-growth small and midsize enterprises, the plan states.

So our goal is to deliver economic growth in every corner of our city that helps to raise living standards, puts more money in people's pockets and enables us to invest in our public services, as we continue to build a fairer and more prosperous London for all.”

But Alessandro Georgiou, City Hall's Conservatives' economy spokesman, said: “It's rich for the mayor to suddenly be talking up hopes of growth in London when his party's Budget has suffocated it so far.

“Labour's national insurance rise is hitting Londoners in their pocket, costing their jobs, and hammering businesses across our capital.”

Antonia Jennings, CEO of the Centre for London think tank, cautioned that the plan’s success will be dependent on London receiving a new financial settlement. She pointed out that compared with other global cities like Paris, New York, Tokyo and Hong Kong, London’s City Hall is far less able to generate its own revenues.

“To be able to effectively implement the growth plan, London government needs greater power over its own finances,” she said. “This will enable the capital to make tangible steps towards equitable economic growth.”

The plan has been developed by City Hall in partnership with the capital’s local government association, London Councils. The group’s leader, Claire Holland, said: “Boroughs are resolutely pro-growth and are committed to working with business, the Mayor of London and national government to turbocharge growth in every corner of our city.”

After lengthy delays, locally-based sushi hand roll chain Hello Nori is ready to open the doors to its newest Metro Vancouver location.

Hello Nori will welcome guests to its highly-anticipated Park Royal restaurant at 731 Main St as of Janaury 29, 2025.

The location has been in the works for about four years; signs have been up on the exterior of the ground floor corner space (next to Aerie and below The Keg) since at least early 2021. That's when Hello Nori made its debut, with the launch of its first location on Vancouver's busy Robson Street.

Since then, Hello Nori has added locations in Burnaby at the Amazing Brentwood, and, more recently, inside the Richmond Centre mall. It also operates a flagship Toronto location, making West Van's Hello Nori its fifth overall restaurant. In Vancouver, select Hello Nori menu items are available to order for pick-up or delivery from Club Kitchen, the food hall-style hub for multiple restaurant brands.

The new Park Royal Hello Nori will be a "Signature" branch, meaning it will expand on the hand roll dining experience with the addition of a full kitchen that will prepare grilled items and small plates to enjoy alongside the hand rolls. However, the hand rolls will only be available at Hello Nori's 38-seat sushi bar, as prepared before guests' eyes by its expert chefs.

The menu will highlight premium ingredients sourced from B.C., across Canada, and imported from Japan. The beverage program will showcase artisan cocktails, sake, and rare Japanese whiskies.

As for the interior, diners can expect Hello Nori's signature modern look, with wave-inspired architectural elements and the use of wood, stone, and water to provide an overall serene atmosphere.

Following its end-of-January launch, Hello Nori Signature Park Royal will be open Sunday through Thursday from 11 a.m. to 11 p.m. and Friday and Saturday from 11 a.m. to midnight.

I took an airport taxi the hotel, which is an architectural showstopper with a feeling of space, calmness and nature. The concierge team were quick to open the taxi door and welcome me into the immaculate reception area, passing the concierge desk on one side and a body of water with bubbling water on the other, before entering the hotel. There I was met by the wonderful Shirley and offered a welcome drink, a tasty lemon juice.

The week before my stay I had received communications for a simple pre-arrival verification online but decided I’d prefer to complete the process in person upon arrival. Shirley and I went through the check-in process with ease and I was allocated room 1124 on the 11th floor, an Urban Deluxe King. I was provided with two room key cards, one for the slot inside the room door to activate the lights, air conditioning etc. You also needed to scan a key card in the lift to gain room floor access.

The reception area also had relaxing zones of comfortable seating and an extended office desk with power and USB points for those guests wanting to charge devices whilst browsing the internet using the complimentary super-fast Wi-Fi.

Entering my Urban Deluxe King room beat expectations. The window, with button-operated blinds, had a lovely view over the city. The warm, welcoming room was decorated in neutral earthy tones with fixtures in light-coloured wood. These included a desk, open shelving and two cupboards. Cupboard one offered ample hanging space, the safe, iron, ironing board, laundry bags and associated lists, and an umbrella for negotiating the tropical storms, which certainly made an appearance during my four-night stay. The other cupboard contained a well-stocked mini-bar, which came with a warning not to remove anything for a period or else the room would be automatically charged for the item. There was also complimentary tea and coffee. The bed was big, super comfortable and made with lovely white linen and a duvet.

The bathroom, with a walk-in shower, opened to the main room, but you could close it off by using cleverly-designed sliding wooden doors. The toilet was separate. Complimentary toiletries such as toothpaste, shaving cream etc were available in individual environmentally-friendly packaging and were replenished each day. The shower soaps, shampoos, conditioners, lotions etc. were provided by the Australian brand Appelles with flavours such as sweet orange geranium. There was a turn-down service every night and a complimentary tray of regional fruits left on the desk.

Guests who choose to book a COLLECTION room on the 16th floor also get access to a lounge located on that floor where you can soak up stunning the 360-degree city view while enjoying treats and refreshments. The lounge also offers breakfast, afternoon tea and evening cocktails.

A comprehensive breakfast was served 07:00-10:30 every morning in the integrated restaurant ‘Lime’ on the first floor. I’ve never seen such a huge variety of food options, including traditional full English, eggs cooked anyway you’d prefer by a chef, cereals, yoghurts, sushi, cold meats, salads, Chinese doughnut sticks, DIY noodle station, Yellow Dai, Yakitori and Congee Chicken, Nasi Lemak, Chai Gor, and so the extensive choice went on.

Lime is open for lunch and then again for dinner offering both a buffet and A La Carte menu. Booking always advised. At the time of my stay there was also ‘festive-themed feasts to ignite your holiday spirit’. Lime promotes an admirable ‘Farm to Fork’ incentive and has its very own spore garden growing different varieties of mushroom in plain view of dining guests. Also on the first floor is the bar serving a wide range of drinks.

On the fifth floor is the St. Gregory Spa offering a wide variety on enticing treatments for body wellness, skin vitality, Asian and Oriental therapies, and anything from a Jet Lag Relief to a Indonesian Balinese massage in a tranquil environment. Also, on this floor is the infinity pool, a fully-equipped gym, ladies and gents changing facilities each with their own steam room, and finally the garden walk. Complimentary blue towels were provided on arrival and there was a limited poolside drinks menu to quench the thirst.

This is a wonderful, eco-friendly hotel surrounded by lush greenery where you can relax and unwind after a day exploring the city. The staff were attentive and the guest experience excellent. I arrived early on check-in day but was still able to gain access to my room, which was very welcome after a long flight. For those looking to explore Singapore it’s perfectly located with several main attractions just a walk away.

“The Acton and Park Royal Creative Enterprise Zone has given me new opportunities, and the right support and tools to push my business forward,” said Hanaa Hazra Bawamia, an illustrator who runs a stationery business in North Acton.

Hanaa’s business, La Plante Carnivore, sells unique stationery made with a nod to British and Mauritian flora, which is produced locally using recyclable and environmentally friendly materials. She started selling her products in the Acton and Park Royal Creative Enterprise Zone (CEZ), which offers affordable and creative spaces. She started her business in 2022 when the CEZ first opened.

Being part of the CEZ has given Hanaa the chance to take part in the London Made Me Retail Development programme. Last year, Hanaa and 11 other entrepreneurs were shown the ropes of high street retail and given tips and tools to develop their businesses.

The Mayor of London’s CEZ programme aims to create thousands of jobs in creative industries. Since the borough’s CEZ opened, it has created 1,250 jobs and is home to more than 150 creative sector businesses. Supported by Ealing Council and the Old Oak and Park Royal Development Corporation, the CEZ invests in local creatives, and in turn unlocks new opportunities for homegrown creative industries, artists, and businesses.

Creative sector partners and businesses in the area have worked with the CEZ programme to deliver affordable workspaces, offer business support, and develop training initiatives. These give emerging artists access to space where they can develop their careers, and local people have opportunities to learn creative sector skills and access support to find new jobs.

Hanaa added: “The connections I have made throughout my journey with the Acton and Park Royal CEZ have benefitted my business.

“The London Made Me Retail Development programme, and the CEZ have been great ways to connect with different artists and makers from different CEZ zones, while offering a well-rounded training programme for two weeks prior to trading.

“I would encourage any new or well-established businesses to get in touch with representatives of the CEZ. There is good in reaching out to your community of creatives and artists, as you never know who can help you get to the next steps. It is exciting to think about the friendships or partnerships which you can form, while gaining a new support system for your business.”

It has been a fantastic initiative to support the growth of businesses within one of the borough’s key sectors.”
