On Feb. 8, Hamblen Township Volunteer Fire Department, Fruitdale Volunteer Fire Department and Trafalgar Fire Department responded to a call on 4488 Peoga Road where there were reports of a structure and woods fire. Neighbor, Aaron Wentworth, noticed the fire and called the authorities. The address is next to the Brown and Johnson county line, so departments from both counties were dispatched.“I saw it for about 20 minutes before I called. I noticed the smoke turning black, so I thought I better call,” Aaron said. His fath...

On Feb. 8, Hamblen Township Volunteer Fire Department, Fruitdale Volunteer Fire Department and Trafalgar Fire Department responded to a call on 4488 Peoga Road where there were reports of a structure and woods fire. Neighbor, Aaron Wentworth, noticed the fire and called the authorities. The address is next to the Brown and Johnson county line, so departments from both counties were dispatched.

“I saw it for about 20 minutes before I called. I noticed the smoke turning black, so I thought I better call,” Aaron said. His father, Roger Wentworth, was dropping off his granddaughter with Aaron, and noticed the neighbors were not home to address the fire. Roger said they began raking and stomping as much of the fire as they could, in hopes to stop the flames from spreading before the fire departments arrived.

“Then I pulled that tractor out of there [the field], because the fire started getting to it. I don’t want to imagine what would have happened if that thing caught on fire,” Roger said.

There were two small sheds on fire, both directly behind the house. The Trafalgar Fire Department arrived on the scene first. Homeowner Jerry Curry was not home at the time of the fire. Curry said he was on the way to dinner when he received several phone calls from concerned neighbors.

“My son was the only one home. He was burning trash earlier in the day, that’s the only thing I can think,” Curry said. “That entire shed is gone, it was the kid’s playhouse. Well, we’ll just have to deal with it, that’s the only thing we can do now.”

Jerry Cowan, volunteer firefighter for the Hamblen Volunteer Fire Department, said that while they could not deduce the cause of the fire directly, a small piece of burning trash was a very plausible idea.

“With how windy it was today, all it would take is one small piece of plastic to get blown out of the trash and onto a building,” Cowan said.

The fire departments sprayed down the entire field and buildings, checking for small flames that kept rising out of the ashes.

“We try to put the hotspots out so we don’t get another call at midnight,” Cowan said.

One of the sheds burned to the ground, while the other was left standing. The field was burned, but the fire did not reach the woods or house. There were no casualties.

Restoration Coordinator of Dominica Electricity Services Limited (DOMLEC), Daryl Dalrymple has announced that the new Trafalgar Power Station is expected to be available for generation during the second week in December.

He made the announcement during DOMLEC’s weekly progress update held recently.

A landslide occurred in the early hours of Tuesday morning (November 7), causing damage to the company’s hydro pipeline in Trafalgar, taking off the entire new Trafalgar Plant. This incident resulted in several customers experiencing prolonged disruptions in their electricity supply. The company is now short of 1.7 megawatts and the 1.7 megawatts that was previously available is no longer available.

Dalrymple explained that the situation placed DOMLEC in a position where it couldn’t meet the demand on the system, “so we had to revert load shedding.”

“We are really looking at probably the second week in December for the new Trafalgar station to be available for generation again,” he said.

Furthermore, he indicated that the company is said to be using more diesel for the production of electricity, which means that it’s going to have an impact on the fuel surcharge, “so the longer we have those hydro units out the more fuel that we have to use in order to be able to provide customers with electricity.”

He went on to state that some inspection was done on that pipe sometime earlier this year and it was identified as work that has to be done.

“This event provided us with an opportunity otherwise we would have to take out the plant completely to get that work done,” Dalrymple stated. “It’s unfortunate that we had these circumstances, particularly those that affected the hydro, because once you have these units running it’s available all the time depending on the amount of water that we have, that will affect the output.”

He said DOMLEC is presently pursuing all the work that needs to be done on that section of the pipe in order to have the new Trafalgar station available in the quickest possible time.

In terms of the area where the pipe was damaged, he said it is challenging.

“It’s really a rugged place with a lot of huge boulders,” Dalrymple revealed.

He explained that there are certain sections of that pipeline, including the support for the pipes that got washed away and others that got damaged. Those that got damaged were repaired while those that were washed away had to be redone from scratch.

He mentioned that the foundation for the support has been done, all the steelwork has been completed and a contractor should be completing the footing and pouring the concrete, so by this week, the support for the pipe will be completed.

Dalrymple also said that some observations were made on another section which is causing some issues.

“That is one of the difficult areas to work on…,” he remarked. “And that’s where we call the clip space.”

He continued, “That work must be done and before we put water in that pipe again, we are going to undertake that work.”

That is additional work Dalrymple said has to be done and will further prolong the availability of the new Trafalgar Power Station.

Advocates of “Save Trafalgar Canyon” are saying the city of San Clemente has mistakenly approved plans for a near 9,000 square-foot residential property, complete with a house, deck and garage, to be built in Trafalgar Canyon.

“For decades, applications to develop Trafalgar Canyon have been denied by the city of San Clemente,” a letter written by San Clemente resident Steffen Mckernan stated. “The canyon has been protected since before the Coastal Act made building in all coastal canyons illegal in the 1970s.”

According to Save Trafalgar Canyon’s website, the project was approved by the city and on May 31, the Coastal Commission has recommended an “Approval with Conditions” for the proposed development on a vacant coastal canyon lot at 217 Vista Marina.

On behalf of their clients, Friends of Trafalgar Canyon, a Hermosa Beach-based environmental and land-use law firm, wrote a letter on May 20 to the Coastal Commission outlining its objections to the project and recommending its denial.

Attorneys at Chatten-Brown, Carstens & Minteer attest that the proposed development would exist in an area designated in the certified San Clemente Land Use Plan as coastal canyon and also contains an environmentally sensitive habitat area (ESHA). Residential development in ESHA or ESHA buffer areas is prohibited by the Coastal Act, the law firm stated.

“The project is proposed in a coastal canyon, where the City of San Clemente’s Municipal Code prohibits encroachment by new development,” the attorneys’ letter stated.

California’s Coastal Act was enacted in 1976 to enhance public access to the shoreline, protect coastal natural resources and balance development and conservation.

According to the Coastal Commission’s May 31 staff report, the Vista Marina project proposed by applicant Graham Property Management includes construction of a new three-story, 25-foot tall above natural grade, 5,165 square-foot, single-family residence with a 1,239 square-foot garage, 1,931 square-foot terrace/deck area, grading stabilization and a retaining wall surrounding the development.

The Coastal Commission is expected to vote on the project’s application on Friday, June 14 in San Diego. Advocates are asking for any concerned residents to attend the meeting. For more information, visit savetrafalgar.com. Read the full Coastal Commission’s May 31 staff report online.
